LEGAL NOTICE INVITATION TO BID Bids will be received by the Board of County Commissioners, Clark County, Ohio, in the Office of the Clerk to the Board of County Commissioners, 3130 East Main Street, Springfield, Ohio 45503, UNTIL THURSDAY, JUNE 15, 2023, AT 10:00 AM for the BOARD OF ELECTIONS ROOF REPLACEMENT PROJECT. PLEASE NOTE: BIDS DELIVERED/RECEIVED AFTER THE SUBMITTAL TIME (EXACTLY 10:00 AM ON THE COMMISSION CLOCK) WILL NOT BE ACCEPTED. Specifications and bid documents are on file at, and can be obtained from the office of the BOARD OF CLARK COUNTY COMMISSIONERS, 3130 East Main Street, 3rd Floor, Springfield, Ohio 45503, email awheeler@clarkcountyohio. gov. The Pre-Bid Meeting will be Thursday, June 8, 2022 at 10:00 AM, at the Clark County Board of Elections, 3130 East Main Street, Springfield, Ohio 45503. Each bid shall contain the full name and address of each person or company submitting the bid. All bids must be submitted to the Clerk's Office of the Board of County Commissioners, 3rd Floor, Springview Government Center, 3130 East Main Street, Springfield, Ohio, 45503, NO LATER THAN THURSDAY, JUNE 15, 2023 AT 10:00 AM. Bids will be opened by the Clerk in public session at approximately 10:00 AM in the Commission Conference Room, Third Floor, 3130 East Main Street, Spring¬field, Ohio. Bids are to be submitted in a sealed envelope and clearly marked on the outside of the envelope in the lower left hand corner as follows: "BOARD OF ELECTIONS ROOF REPLACEMENT PROJECT". Name and address of company submitting bid shall also appear on the outside of the envelope. All bids must be accompanied by a bid bond, certified check or cashier's check in the amount of 10% of the bid. Checks should be made payable to the Board of Clark County Commissioners. The success¬ful bidder will be required to post a Performance Bond in the amount equal to 100% of the bid award and, if, bidder fails to post same, the bid bond shall be forfeited as liquidated damages. A Bid Bond that would convert to the Performance Bond shall be in the amount of 100% of the bid. Checks from unsuccessful bidders will be returned immediately after bid award. FAILURE TO SUBMIT A PROPER BID GUARANTY WILL AUTOMATICALLY INVALIDATE THE BID. The County reserves the right to reject any and all bids and to waive any defect in a bid, which does not materially alter the contract document. Please note the County is exempt from all Federal, State, and Local Sales and/or Excise Taxes. Bidders must submit the following: Bid Bond, Non-Collusion Affidavit, Non-Discrimination Affidavit, Personal Property Tax Statement, and Affidavit 3517.13 in Compliance with the ORC. The successful bidder must also submit a performance bond and meet the County's insurance requirements (the list of requirements is included in the bid package). The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio in accordance with all provisions of the Prevailing Wage Act of the State of Ohio, ORC Sections 4115.03 and 4115.16 and related requirements.
