LEGAL NOTICE INVITATION TO BID CLARK COUNTY, OHIO Sealed bids will be received by the Board of Clark County Commissioners, Office of the Clerk, 50 East Columbia Street, 5th Floor, P.O. Box 2639 Springfield, Ohio 45501, UNTIL Thursday, July 16, 2020, at 11:00 A.M. for the 2020 PAVEMENT MARKING CONTRACT, for Clark County, pursuant to the bid specifications. PLEASE NOTE: BIDS DELIVERED/ RECEIVED AFTER THE SUBMITTAL TIME (EXACTLY 11:00 A.M. ON THE COMMISSION CLOCK) WILL NOT BE ACCEPTED. Plans, specifications, estimated quantities, and bid documents must be obtained digitally from the Office of the Clark County Engineer, 4075 Laybourne Road, Springfield, Ohio 45505, telephone (937) 521-1800 or by email pfulton@clarkcountyohio.gov. Specifications will also be on file in the plan rooms of McGraw-Hill Construction-Dodge as well as the Builder's Exchange of Dayton. Each bid shall contain the full name and address of each person or company submitting the bid. All bids must be submitted to the Clerk's Office, Board of Clark County Commissioners, 5th Floor, 50 East Columbia Street, P.O. Box 2639, Springfield, Ohio no later than, July 16, 2020, at 11:00 A.M. Due to the current COVID-19 emergency, bidders are encouraged to either submit bids by U.S. mail or other delivery service (please do not require a signature, as staff may not be available to sign). For hand delivery, there will be a box placed outside of the County Commission Office, on the 5th floor, where bidders may leave their bids. Bids will be opened by the Clerk via virtual bid at approximately 11:00 A.M. Bids shall be clearly marked on the outside of the envelope in the lower left hand corner as "2020 PAVEMENT MARKING CONTRACT". The name and address of the bidder must also appear on the outside of the envelope. Bidders must be pre-qualified by the Ohio Department of Transportation and possess a current Certificate of Qualification for the applicable work classifications (Work Types 39 & 45) being bid, even if these items will be sublet. Sub-contractors shall be pre-qualified for all applicable work types being sublet including, but not limited to the work types listed herein. (Work Types 39 & 45). Work types are as listed in ODOT's Work Type Definitions. Conditional bids will not be accepted. Prime contractor must perform not less than 50% of the contracted work with their forces. Each proposal shall contain the full name and address of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Board of Clark County Commissioners intends and requires that this project be completed in 60 calendar days, but no later than October 16, 2020. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, labor in the implementation of their project. Additionally, contractor compliance with equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Each bid for the 2020 PAVEMENT MARKING CONTRACT must be accompanied by a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be in the full amount of the bid. The bond must be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Bid security furnished in the form of a certified check or cashier's check, shall be equal to 10% of the bid. Checks should be made payable to the Board of Clark County Commissioners. Failure to submit a proper Bid Guaranty will automatically invalidate the bid! The successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the County's financial requirements/tests and quality contracting standards (included in the bid documents). Bidders must submit the following: Bid bond, Non-Discrimination Provision, Non-Collusion Bid Affidavit, Affidavit 3517, Personal Property Tax Statement, and Quality Contracting Standards Certification. The successful bidder must also submit a contract bond and meet the County's insurance requirements (requirements are included in the bid package). Please Note: the County is exempt from all Federal, State, Local and/or Excise Taxes. Bidders must comply with State of Ohio Prevailing Wage rates on Public Improvements Projects in Clark County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration. Further details regarding these requirements are provided in the bid specifications. The County reserves the right to reject any and all bids and to waive any defect in a bid, which does not materially alter the bid document.
