LEGAL NOTICE Sealed proposals will be received by the City of Lebanon at the office of the City Manager, City of Lebanon City Building, 50 South Broadway, Lebanon, Ohio 45036, until 2:00 PM local time on Wednesday, September 25, 2019, and publicly opened and read aloud at the City of Lebanon Municipal Building. The City reserves the right to accept or reject any or all proposals; to waive any informalities in the bidding; and to enter into a contract with the bidder who, the City finds, offered the lowest and best proposal. The City also reserves the right to hold all proposals for 60 days after the opening date, even if not accepted or rejected. A non-mandatory pre-bid meeting is scheduled for 10:00 am Tuesday, September 17, 2019 at the City of Lebanon Regional Wastewater Treatment Works, 1525 Mason Morrow Millgrove Road, Lebanon, OH 45036. The work for which proposals are invited consists of the furnishing of all labor, materials and equipment required for the construction of the UV Disinfection System Replacement, Project 19-07. The work generally consists of the construction of modifications and improvements to existing facilities at the wastewater treatment plant as follows: (1) Demolition of existing UV system components including, but not limited to, UV banks and control panel; (2) Furnishing and installing new UV system and controls (Trojan); (3) Modifications to existing channels; (4) Modifications to existing grating and installation of new grating; (5) All associated electrical/control work; (6) Other miscellaneous items of work. Bidding documents are being issued from the design firm's (EES) Lebanon Office at 3575 Columbia Road, Lebanon, OH 45036 (513-934-1512) at a cost of $75.00. Bidding documents may be examined at the Lebanon Office of EES, Builders Exchange, 4350 Glendale Milford, Cincinnati, OH; Allied Construction Industries, 3 Kovach Drive, Cincinnati, OH 45215 and the City of Lebanon City Building, 50 S Broadway, Lebanon, OH 45036. To order a full set of bid documents call (513) 934-1512. The Bid form is to be completed and submitted with the Bid security. Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. To ensure that bidders are basing their bid on complete, accurate and up-to-date information, bidders shall only obtain bidding documents and prepare their bids using bid documents obtained directly from the Lebanon Office of EES. Bids prepared on forms obtained from other sources shall not be accepted. Bidders shall be listed on the official plan holders list on file with EES at the time bids are publicly opened. Bids received from bidders who are not listed on the official plan holders list shall not be accepted. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner requires this project to have a final completion date no later than Tuesday, March 31, 2020, with the understanding that work is not permitted to begin until November 1, 2019. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Additionally, all contractors and subcontractors must comply with the prevailing wage rates established by the State of Ohio Division of Labor and Worker Safety Wage and Hour Bureau, and to all EEO requirements.
