City of Fairfield, Ohio Notice to Bidders Harbin

CITY OF FAIRFIELD, OHIO NOTICE TO BIDDERS HARBIN PARK PROJECT PHASE 1 Sealed proposals will be received by the Finance Department of the City of Fairfield, Ohio, until 3:00 p.m. Local Time, Monday, August 5, 2019, for furnishing all labor, materials, and equipment necessary to complete the project known as HARBIN PARK PROJECT PHASE 1 for the Department of Parks and Recreation at which time and place all bids will be publicly opened and read aloud. Detailed specifications and bid forms are on file in the Finance Office at the Fairfield Municipal Building, 5350 Pleasant Avenue, Fairfield, Ohio and online at Fairfield-city.org. Bids must be submitted on the forms in the Contract Documents and other conditions therein described must be met. Each bid must be enclosed in a sealed envelope, clearly marked "HARBIN PARK PROJECT PHASE 1" on the face of the envelope and display the name and address of the bidder. Each bidder is required to furnish with its proposal, a bid guaranty in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. A completed Non-Collusion Affidavit and Affidavit of Non-Delinquency of Personal Property Taxes are also required. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity, and a complete listing of all subcontractors to be used. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in with the Equal Employment Opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Bidders must comply with the prevailing wage rates on public improvements in Butler County and the City of Fairfield, Ohio as determined by the U.S. Department of Labor. Cost of the plans and specifications is one hundred dollars ($100) per set, non-refundable if obtained as a hardcopy, or no charge if obtained as an electronic version from the City's public website at http://www.fairfield-city.org/Bids.aspx. Each bid must be accompanied by the following completed documents /certifications: Bid Bond (Certified Check or Cashier's Check for ten percent (10%) of the amount of the bid submitted unless otherwise specified) Non-Collusion Affidavit Affidavit of Non-Delinquency of Personal Property Taxes Bid prices must be firm for a period of one hundred twenty (120) days following the bid opening date. A mandatory pre-bid meeting will be held at the project site, William Harbin Park, 1300 Hunter Road - Fairfield, Ohio 45014 on Tuesday, July 30 at 10:00 A.M. Construction on this project is expected to begin after Labor Day (September 2, 2019). Completion is anticipated by late November, 2019. The City of Fairfield reserves the right to reject any or all bids or to correct or waive irregularities in bids should it be deemed in the best interest of the City of Fairfield, Ohio to do so.
