DOCUMENT 001113 - ADVERTISEMENT FOR BIDS 1.1 PROJECT INFORMATION A. Notice to Bidders: Qualified bidders may submit bids for project as described in this Document. Submit bids according to the Instructions to Bidders. 1. Regulatory Requirements: Ohio Revised Code & Regulations of the Village of Waynesville, Ohio shall govern submittal, opening, and award of bids. B. Project Identification: Mary L. Cook Library Addition and Renovation. 1. Project Location: 381 Old Stage Road, Waynesville, OH 45068. C. Owner: Wayne Local School District, 659 Dayton Road, Waynesville, OH 45068. 1. Owner's Representative: Kelly Maloney, Executive Director of the Mary L. Cook library D. Architect: LWC Incorporated, 434 East 1st Street, Dayton, OH 45402. E. Project Description: Project consists of constructing a 2,600 square foot single story addition with a basement/crawlspace to the existing library. This construction shall involve a masonry firewall between the two structures and creating an opening through an existing wall. A portion of the existing library exterior wall will also be removed to allow for an expansion of existing interior space. Construction shall mimic the existing building in material and form. Some sitework is required including buried stormwater detention structures and modifications to the existing surface parking lot. The project also includes an interior renovation of approximately 50% of the existing library including adjusted wall locations, new interior finishes and updates to the mechanical, electrical and plumbing systems. 1. Project cost is estimated to be $2.33 million dollars. F. Construction Contract: Bids will be received for the following Work: 1. General Contract (all trades). 1.2 BID SUBMITTAL AND OPENING A. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows: 1. Bid Date: December 3, 2019. 2. Bid Time: 12:00 p.m., local time. 3. Location: Mary L. Cook Library, 381 Old Stage Road, Waynesville, OH 45068. B. Bids will be thereafter publicly opened and read aloud. 1.3 BID SECURITY A. Bid security shall be submitted with each bid in the amount of 10 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. 1.4 PRE-BID MEETING A. Pre-bid Meeting: A Pre-bid meeting for all bidders will be held at the Mary L. Cook Library on November 21th, 2019 at 10:00 a.m., local time. Prospective prime bidders are requested to attend. 1. Bidders' Questions: Architect will provide responses at the Pre-bid conference to bidders' questions via Addendum after the Pre-bid meeting. 1.5 DOCUMENTS A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. The Contract Time is 263 calendar days. Work is not subject to liquidated damages. 1.7 BIDDER'S QUALIFICATIONS A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, Bureau of Workers Compensation Certificate, Affidavit of Property Tax and a Certificate of Insurance in a form acceptable to Owner will be required of the successful Bidder. 1.8 BIDDER QUESTIONS A.
