Request for Proposal Purchase of Lockbox Payment Processing

REQUEST FOR PROPOSAL Purchase of Lockbox Payment Processing Services PROJECT 19-07-BCWS-LBX COUNTY OF BUTLER BUTLER COUNTY GOVERNMENT SERVICES CENTER 315 HIGH STREET HAMILTON, OHIO 45011 Sealed proposals will be received at the office of the Butler County Water and Sewer Department of Butler County, Ohio on the 1st Floor of the Butler County Administrative Building, 130 High Street, Hamilton, Ohio 45011 until 10:30am local time on Tuesday July 30, 2019 and will be opened privately shortly thereafter. The Contract involves providing Lockbox Processing of mailed utility payments for a three (3) year period with two (2) optional one (1) year extensions in accordance with specifications under Butler County Contract No. 19-07-BCWS-LBX. Copies of the RFP documents may be obtained online at www.butlercountycommissioners.org or at the Butler County Water and Sewer Offices located at 130 High Street 1st Floor, Hamilton, Ohio 45011. Each proposal must meet the RFP Submission criteria as outlined in Section IV of the RFP document. Requirements include a Non-Collusion Affidavit, a signed Personal Property Tax Affidavit and a Bid Guarantee in accordance with Section 153.54 of the Ohio Revised Code. Proposals shall be sealed and the full name and street address of the Prospective Service Provider and the Contract No. 19-07-BCWS-LBX "Lockbox Proposals" must be clearly marked on the outside of the submitted package. Failure to submit Proposals in conformance with the RFP documents will result in rejection of the Proposal. The right is reserved by the County to reject any or all Proposals, to waive formalities, to accept the lowest and best Proposal, and to hold Proposals for a period of sixty (60) days after the bid opening for evaluating both the Proposals and Prospective Service Providers.
