Request for Proposals for Transit Management Services The City of Springfield, Ohio will receive electronic proposals for Transit Management Services for the Springfield City Area Transit (SCAT) until 4:00 p.m. local time, on May 31, 2024. A mandatory pre-proposal meeting will be held on May 14, 2024 at City Hall, 76 E. High St., Springfield, Ohio, in the 2nd Floor Gothard Room beginning at 10:00 AM. Proposals will not be accepted from firms not present at the mandatory pre-proposal meeting. A site visit will follow the meeting. The RFP is available through Bid Express at: https://www.bidexpress.com/businesses/56536/home (RFP #24-21). Free registration with Bid Express will allow firms to review and print all projects. A digital ID will be required to submit an electronic proposal. The digital ID can be set up through Bid Express. Please note that it can take up to seven (7) business days to receive the digital ID. SCAT is partially funded by the Federal Transit Administration (FTA) and Ohio Department of Transportation (ODOT); therefore, all rules and regulations relating to such funding apply to the contract awarded from this RFP. The City reserves the right to reject any and all proposals and to waive any defect in a proposal which does not materially alter the contract documents.
